Effective implementation of the Barangay Development Plan (BDP) is essential to community development and responsive local governance. This study assessed the level of implementation of the Barangay Development Plan in Barangay Lourmah, Mahayag, Zamboanga del Sur, as perceived by its residents, focusing on peace and order, youth development, health training, Gulayan ng Panimalay, and the barangay public market. The study employed a quantitative descriptive-survey research design. Data were collected from 320 residents selected through stratified sampling using a validated researcher-made questionnaire. Weighted mean was used to determine the perceived level of implementation of each BDP component. Results showed that all five components were perceived as implemented, with Peace and Order receiving the highest weighted mean (3.24), followed by Youth Development (3.21), Health Training (3.16), Barangay Public Market (3.13), and Gulayan ng Panimalay (3.11). Although Gulayan ng Panimalay obtained the lowest mean, its verbal interpretation remained Agree, indicating that residents still perceived the program as implemented. The findings suggest generally positive resident perceptions of BDP implementation while pointing to areas where monitoring, communication, participation, and resource support may be strengthened. Because the survey measured perceptions and did not collect qualitative explanations for individual ratings, the findings should be interpreted as residents’ assessments rather than direct verification of actual implementation.
