Held in People, Not in Systems: A Knowledge-Management Maturity Assessment of Institutional Continuity in a Private Philippine Higher Education Institution
Published in October 2026 (Vol 1, Issue 1, 2026)
African Swine Fever (ASF) remains a significant threat to the Philippine swine industry, affecting livestock production and the livelihoods of hog raisers. This study assessed the level of awareness among registered hog raisers in Tangub City regarding four ASF control pillars: Local Government Unit (LGU) engagement, surveillance, biosecurity implementation, and public awareness. A descriptive quantitative research design was employed, involving 231 registered hog raisers from seven barangays selected through stratified random sampling. Data were collected using a researcher-made questionnaire anchored on Joint Memorandum Order No. 01, Series of 2022, which institutionalized the Bantay ASF sa Barangay (BABay ASF) Program. The instrument underwent content validation and pilot testing, yielding Cronbach’s alpha coefficients ranging from 0.710 to 0.777. Weighted means were used to determine the respondents’ level of awareness. Results revealed an overall low level of awareness, with a grand mean of 2.46. Biosecurity implementation obtained the highest mean of 3.00, indicating high awareness, while surveillance had the lowest mean of 2.13, indicating low awareness. LGU engagement and public awareness also showed low awareness, with means of 2.24 and 2.45, respectively. The findings suggest that while hog raisers have relatively strong awareness of biosecurity practices, gaps remain in surveillance, LGU programs, reporting mechanisms, and ASF information campaigns. The study recommends strengthening surveillance-related information campaigns, improving LGU–hog raiser communication, and sustaining biosecurity education and training.
